LDE waiting list may be published soon

                  KV teachers promoted through LDE were given posting on 12th March, 2015. Primary teachers were promoted to the post of HMs & TGTs and TGTs were promoted to the post of PGTs. But unfortunately the promotion list included many such names which were common for the panel 2012-13 & 2013-14. No effort has yet been made by KVS to rectify this blunder. Many teachers are still expectantly waiting for their posting. Mr PV Chhikara General Secretary,KVPSS, requested Dr. Udit Raj, MP, to write a letter to Smt. Smriti Irani,Minister HRD, to look into the matter and instruct KVS authorities to operate the panel of waitlisted candidates. Shri Chhikara personally acquainted the Commissioner, KVS, Mr.SK Mall, regarding the issue and requested him to initiate necessary steps to provide posting to the waitlisted teachers. The same issue was raised in JCM held on 27th August 2015. Mrs Rina Ray,Additional Secretary MHRD & Vice Chairperson, KVS, gave clear cut instruction to the Commissioner, KVS, to operate the waitlisted panel. Mr. Chhikara discussed the issue with Dr. E Prabhakar, Joint Commissioner(Personnel),KVS on 27th November,2015. Yesterday (i.e.12.12.2015), Mr Priyavrat Chhikara had telephonic conversation with Mr S. Vijaya Kumar,Joint Commissioner (Admin), Mr G. K. Srivastava Additional Commissioner (Admin) and Mr S.K. Mall Commissioner,KVS. All of them assured him of prompt action in the matter. KVPSS is really very worried about the posting of the KV teachers through LDE. We expect a fruitful result in the coming weeks.

Fund crisis in KV Jalipa Cantt as well as in other KVs of Jaipur Region

Respected Sir

I have the great honour to draw your kind attention that the fund crisis in KVs is at the peak. Various bills as TA, DA, Medicals, Children Education Allowance (CEA), LTC, Composite Transfer Grant etc. have been pending for more than last one year due to shortage of fund. For employees need and want, these bills should be passed as per time limit because money has its own importance if it is granted on time. Especially CEA bills are pending in most of the KVs of our region. Due to late payment, a technical discrepancy is being arisen in income tax. Teachers are getting harassment economically. For example in KV Jalipa Cantt Barmer, various type of the dues are eagerly waiting to reimburse as bonus payment (approximately Rs 90,000), arrear of DA (app. Rs 1,55,000) and Selection Scale. Even MES bills (for staff quarters) of electricity and water are pending and the situation has been arrived to get disconnected the electricity and water facility. So please provide sufficient fund to pass all the dues. An appropriate solution may be to upload these expenses along with the salary of particular month.


I, therefore, humbly request you to do the needful in welfare of KVS and its employees. We shall be highly grateful to you.

Subject: - Request for positive action towards few burning issues.

Respected Sir

I have the great honour to draw your kind attention that few issues are to be required for quick
and positive action as follows:

1)   EL for CPPDPT Course: As per KVS (HQ) letter, CPPDPT Workshop is organized in our region for teachers from 16 May 2015 to 30 May 2015 in summer vacation. But I am sorry to inform you that the teachers are not credited proportionate EL for the period of workshop by few KVs. So you are requested to do needful for the same as KVS, RO Ahmedabad has already been guided to all KVs under the Ahmedabad Region through letter No. F 120339/1/15/KVS/RO/AHMD/ACAD/ dated: 29-04-2015 for the same.

2)   Compulsion of Aadhar No.: It is sorrowful that KV Teachers are being forced to submit their Aadhar No. for Biometric Attendance System. It may be operated without Aadhar No. as various Govt. schemes are being launched as Domestic LPG Gas subsidy, PM Jan Dhan Yojana etc. The hounarable Supreme Court of India has also stated in its decision that citizens should not be compelled to get Aadhar No. So it is clear contempt of Court. Secondly some KV Teachers have no Aadhar No. also.

3)   Compulsion of Salary A/c in UBI Bank: It is also very sad that KV Teachers are forced to operate their A/c in UBI Bank. Sir, they have already their a/c in various nationalized bank to get the disbursement of salary. Today all the banks are running on centralized system so there is no difficulty and technical problem to disburse the salary in any bank. Secondly most of the teachers are paying the installments of availed loan as Home Loan, Personal Loan etc. through the present salary a/c, so it is not possible to transfer the salary a/c in UBI. Operating the more A/c is also not as per the guideline of the RBI.
4)   HRA Receipt to be accepted in connection of Income Tax: Some KVs are not accepting the HRA receipts in connection to in income tax rebate. It is serious matter and violation of the Income Tax Rules. In this way teachers are compelled to get economic loss.

5)   Medicine Wrappers as Proof of Medicine to reimburse the Medical Bills: Office staff of few KVs compels the teachers to produce Medicine Wrappers as Proof of Medicine to reimburse the Medical Bills. It is not only against the health rights but against the humanity also. So the same must be stopped to remove hindrances in fair process of claims. It is also noted that some KVs has fixed a day to submit the personal claims of the employees, it is also very serious because there should not be a particular day to submit the same.

6)   Entry in Duplicate Service Book: In spite of clear cut instruction by KVS, As per KVS HQ letter No.F.17- 2005/'RO./S/AG(Audit) Dated: 13.08.2007, Duplicate Service Book must be updated once in a year preferably in the month of January. No Principal and office staff shows interest to update it and lying for updating.

7)   RJCM Meeting: It is organised twice in a year but I am sorry to say that the same has not been organizing for last few years in our region. It is the platform to discuss about the welfare of teachers and other healthy areas of KVS.

8)   Duty in Census and other purpose: It is unfortunate in KVS that most of the KV teachers are allotted duty in census in Jaipur City. It hampers the day to day process of teaching-learning activity in KVs. All the parents and teachers are going through an immeasurable stress. Surely it will affect the quality result and goodwill of KVS.

9)   Sanskrit Teachers as well as students as victim: As per CBSE norms there are 6 periods for third language (as Sanskrit) but KVS is allotting only three periods. So both the teachers and students are always under pressure. There is equal length of syllabus, text book, correction work, exam Procedure in comparison of other subjects. Other subjects are provided 6/7 periods for the same. In this way Sanskrit teachers are compelled to complete double work in the comparison of other teachers. Students are also under pressure to finish their course in just half of the time. How we may expect quality work and result!

10)    Main Panel list of LDE Exam: KVS conducts LDE Exam in regular interval. But I am sorry to say that the main panel list of LDE Exam 2012-13 and 2013-14 has not been cleared yet, for example only 40 vacancies have been filled out of 70 in the post of PGT (Hindi). Most of the selected candidates are included in both the list. Various KVs are running with vacant posts and affecting the students.

11)    School timings for Teachers: After issuing various circulars from KVS (HQ), Most of the KVs are forcing the teachers to stay in school for 20 minutes to 1 hour after closing the school. Even teachers are forced to stay whether students are in school or not as on last working day of the month and other such occasions.

12)    NPS Accounts to be regularized: It is quite desperate to acquaint you with the facts that few teachers in our region those have been transferred from other region; their NPS deduction which was done in previous region is not yet reflected in the account statement. This is causing a grave economic loss for them. As they are losing prescribed interest every year. KV teachers under New Pension Scheme should be given the annual statement of transactions by Regional Office as provided in the case of GPF holders. One case of Dr R. S. Kachhawaha, PRT, KV Banar is a burning example before us who has not received yet a single statement in his 10 years service.

13)    Sufficient stationary to teachers: It is also seen that teachers wander here and there even for a piece of paper. They are not provided sufficient stationary for school work. All the teachers should be provided pen drives from school side to carry the digital data from school to home and reverse. A Paper Rim also should be provided to them for day to day work once in a year. So please do the needful.

14)    Receipt of documents: Various type of the communication are dealt with office in day to day routine but sorry to say the same is not provided as receipt. While as per KVS norms there must be an entry register in the office.

15)    KV Ramgarh to be declared as Hard Station: Kendriya Vidyalaya (BSF), Ramgarh must be declared as hard station. It fulfils all the conditions to be declared as hard station. It is deeply situated in adverse climate of desert, 65 KM away from the declared Hard Station, Jaisalmer.

16)    Updating the Regional Web Portal regularly: KVS is spending a huge amount in lacs but the web portal of KVs and RO are not being updated with important information and circulars. As it is helpful to reduce paper work, postal expanses, fund, time, labour, to & fro visiting etc. even shows transparency.

17)    Lingua Lab in KVs: It is not only inconvenient but also troublesome to conduct language activities especially ASL in schools. So a lingua Lab should be installed separately with latest and complete equipments.

18)    Pay anomalies to be removed as per cadre: There are only three cadres of teachers in KVS as PRT, TGT and PGT as publish at the time of fresh recruitments. But the pay anomalies of the promotees by LDE are removed according to subject. These types of the cases are pending at large scale. And the seniors are getting less pay then juniors. So you are requested to remove the pay anomalies as per Post Cadres not as per the subject.

19)    Salary Slip to be signed: Salary slip provided to the employee should be signed by the Principal affixing the stamp.

20)    Circulars to be displayed: The copies of circulars dealing with policy matters and employees should be provided to the members of the recognized associations and should be on RO web site also.

21)    Frequent staff meeting: In some of the schools, the Principals are holding staff meetings almost every day and detaining the staff after school hours. So you are requested to advise/instruct them to organize meetings for necessary issues for a while.
22)    Staff Room: Staff rooms in all schools should be maintained properly. There should be ample amount of furniture, computers with internet connection along with the arrangement of drinking water etc.

23)    CGHS facilities: It should be provided to the KVS employees under Jaipur region also, as it is provided to the employees of some regional offices and KVs.

24)    EL of unavailed joining time: Employees who have come after completion of tenure from hard/very hard stations/North East regions are not being given facility to get their remaining joining time converted into EL. Instructions regarding the same may be given to all KVs.

25)    Journey Period to be count for EL: The journey period, at the time of attending In-Service Courses and others conducted in Breaks or Vacation is not being counted for EL. So please provide the instructions.

26)    Proper care of School Campus: We are lucky to have vast campus in KVs but it is sorry to say that it is an entanglement with full of pebbles, stones, bushes, waste materials etc. And it always seems to invite mishapenings with students. Si campus should be cleared and making it useful for playgrounds and other activities.
27)    Proper Proof Reading of Question Paper at RO Level: Question papers those are sent from RO Level generally have various discrepancies and errors. So before printing, ensure the proof reading and standard of question papers. Because it reaches up to thousands of hands and spoils the KVS’s reputation.

28)    HINDI medium in KVS: It is very serious matter that KVS is a very reputed nationwide but there is no Hindi Medium in all the subjects. So, not only students but also their parents have no choice and have to leave the KVs. Even Teachers’ wards are also sent outside our KVs. Our Government is also putting well efforts to promote Hindi Language so it is extremely need of Hindi Medium.

29)    Time bond Removal of Grievances: Sir, it is very serious that KVS is tangled and spending much time in court cases. So it is necessary to remove the grievances within a prescribed time limit. So that not only KVS employees may perform their duties smoothly but also we may retain our reputation in society.
30)    Arrangements of Contractual Basis teachers: It is observed in most of the KVs that contractual teachers are not arranged when regular teachers are on long or short leave. Regular teachers have various duties to perform in vacant periods those are rarely two or three in a day. So contractual teachers must be arranged if a regular teacher is on leave even for a day.

Cabinet Agrees to Give 4 Months Extension to 7th Pay Commission

“The cabinet has consented to give four more months for the 7th Pay Commission to submit its report.
Following the request from the 7th Central Pay Commission, the cabinet has given an additional four months’ grace time, according to a government release.
The 7th Pay Commission was constituted on 28.02.2014 by the centre. The 18 months’ time given to the Commission ends today. The Commission has stated that there is excess of pending workload to prepare final report and that they want to intensive consultation with stakeholders. Hence, the cabinet gave a nod to extend the time until December for the Commission to carry out its work.
As a result of this new development, the Commission will submit its report in January 2016.
Rumours and unconfirmed news about this began to circulate since Monday. The meeting of the defence minister and the finance minister with the prime minister held in the week begining onwards. And the Pay Commission’s chairman’s interaction with the prime minister – all these activities led to a lot of speculations.
There were talks that the Prime Minister’s Office was getting ready to make some important announcements regarding the One Rank One Pension scheme.
Until last month, employees were confident that the 7th Pay Commission will submit its report on time. This belief was further strengthened by a series of incidents that took place. Employees are extremely disappointed to hear this announcement.
And, Central Government employees are now wondering what the real reason could be for the sudden delay..!

30% salary hike confirmed in 7th Pay Commission for CG Employees

In our point of view, all Central employees can surely get a uniform 30% increase in salaries with effect from 01.01.2016, irrespective of ranks and length of service

Let us assume that an employee who had been recruited after the implementation of the 6th Pay Commission, draws a salary of, on an average, Rs.30,000, including all allowances. Then, after the implementation of 7th Pay Commission, his salary will increase by 30%, and be Rs.39,000. 

The salaries of all Central Government employees from January 2016 onwards will be 30% higher than the pay of December 2015.

DA will be increased 6% from July 2015

Dear Friends
It is conformed that our DA rate will 119% from July, 2015. At present it is 113% and 6%  to be increased. Perhaps it is last installment of DA because it will be 0% from January, 2015 after implementation of 7th CPC.

हिंदुस्तान के महान वैज्ञानिक, मिसाइलमैन, पूर्व राष्ट्रपति, भारत रत्न एवं हम सब के प्रेरणा स्रोत श्र्धेय डॉ. ए. पी. जे. अब्दुल कलाम हमारे बीच नहीं रहे। हम सब की तरफ से उनकी पावन आत्मा को श्रधांजली एवं आत्मा की शांति के लिए परम परेमेश्वर से प्रार्थना करते है। आज शाम 7:45 बजे शिलोंग मे उनका निधन हो गया है। संयोग की बात है कि वह वहाँ IIM मे “Livable Planet: The Earth” पर भाषण देते हुए ही इस पृथ्वी को अलविदा कह गये।

7th CPC likely to recommend Jan 1, July 1 as Annual Increment days

Reliable sources confirm that, instead of granting 1st July, the 7th Pay Commission may recommend to implement a 2 Day annual increment method.

DA from July 2015

DA from July 2015’ will most likely be finalized; DA calculation stands at nearly 6%, as of now.

7 CPC report likely to be submitted till September 2015

Dear friends
It's pleasure for central Govt Employee that 7 CPC has remarked at own web portal mentioning as under:

"Further to the memoranda received from a variety of Organisations, Federations, Groups representing civil employees in the Government of India as also from the Defence Services, the Commission has had fruitful and wide ranging discussions on relevant issues with all stakeholders. Such interactions have now been concluded. Valuable inputs have been received and the work of compilation and finalization of the report is underway, so that the Commission completes its task in the time frame given to it. Accordingly, any future requests for meeting with the Commission will not be entertained."

It's first remark of 7CPC regarding the publication of report. It is mentioning with the words "time frame" means report may be submitted till September 2015 to Govt of India. Friends its first authentic news published by 7 CPC. The pay scales and other data those are being published through various web portals are merely rumours. So keep yourself touch with us for exact and authentic news for 7 CPC.
